Waves Ahead in Puerto Rico Faces Loss of Federal Funding Affecting Community Services

Nonprofit organizations play an essential role in providing access to social and mental health services for vulnerable populations. Recently, the organization Waves Ahead reported that it is facing a significant reduction in federal funding that could impact the services it provides to communities across Puerto Rico.

According to a report published by El Nuevo Día on November 15, 2025, Waves Ahead has lost nearly $500,000 in federal funding, representing approximately 60% of the organization’s operating budget.


These reductions include programs funded by federal agencies such as:

  • The U.S. Department of Justice, which supported restorative justice initiatives focused on communities affected by violence against LGBTQ+ individuals.

  • The U.S. Department of Housing and Urban Development (HUD), which funded housing assistance programs for individuals at risk of homelessness.


As a result of these funding cuts, the organization anticipates the closure of its center in Loíza in the coming weeks, along with adjustments to staffing and service hours.


Waves Ahead provides support to marginalized communities throughout Puerto Rico, with a particular focus on:

  • members of the LGBTQ+ community

  • adults over the age of 50

  • individuals in need of mental health services


The organization currently serves approximately 385 participants each month through its community centers located in Isabela, Cabo Rojo, Maunabo, San Juan, and Loíza.

According to Executive Director Wilfred Labiosa, the reduction in funding has forced the organization to:

  • reduce staff positions

  • limit service hours

  • restructure several community support programs


The loss of federal funding is not an isolated issue. Research from the Urban Institute indicates that nonprofit organizations relying on federal grants are increasingly facing financial pressures due to recent funding reductions.

Nonprofits often fill critical gaps in services such as mental health care, housing assistance, and community support—services that many communities cannot easily access through other systems.


Access to mental health services, safe community spaces, and social support remains vital for many individuals in Puerto Rico. When community organizations lose funding, vulnerable populations may face even greater barriers to receiving care and support.


For many participants, organizations like Waves Ahead provide not only services, but also a sense of belonging, stability, and hope during challenging times.
